LONG-TERM PORT CONCESSION OPPORTUNITY
PUBLIC ANNOUNCEMENT OF TENDER

The Government of Bulgaria has committed itself to the development of the LESPORT Port Terminal on its Black Sea Coast. A one-stage tender shall be conducted to select a concessionaire to operate, manage and develop the Port Terminal for a term of 30 years. The tender shall be conducted through a one-stage non-attendance selection procedure on the first working day 30 days after the Selection commission’s decision for applicants’ admission. The participants’ proposals shall be opened at the Ministry of Transport and Communications, fl. 5, Room 5, Sofia, 9 Dyakon Ignatiy Street at 10 o’clock.


The Tender Documents will be available from 10 a.m., March 7th, 2005 to 5 p.m., March 18th, 2005. The price of the Tender Documents is 1000 leva and shall be paid via bank transfer to: Ministry of Transport and Communications – Bulgarian National Bank (BNB), 1, Alexander Battenberg square, Sofia 1000, Account № 5000124839, Bank Code 66196611. The Tender Documents will be available at the Ministry of Transport and Communications and can be received from the technical secretary of the Selection Commission, fl.10th, Room 1007. The Tender Documents can be bought by a person with representative authority by registration, which is proved by a certificate of current legal standing, or by an authorized person, who must submit proof of authorization. A receipt for payment of 1000 leva is also required to be presented.


Applications must be submitted in accordance with the terms and requirements set out in the Tender Documents for participating in the tender. The deadline for receipt of requests for participation is March, 21st, 2005.


The Commission issues a decision for applicants’ admission by March, 28th, 2005 or respectively – within 7 days of the deadline for eliminating irregularities.
The proposals shall be submitted within 30 days after the Selection commission’s decision for applicants’ admission in the tender.
