After road highways comes the time of digital highways

Speaking Monday during the 7th annual meeting of the government with the business sector the Deputy-Minister of Transport, Information Technology and Communications Valery Borissov said that after road highways come the digital highways. He was part of the second panel of the conference – “The new money from Europe – where from now on”.
Securing financial resources is a major challenge for the e-governance project, said the Deputy-Minister. Currently the project is funded with European funds, and for the next programming period we will also rely on european money.
More funds will be needed to upgrade the project, to attract motivated people to work in the state administration, to improve the quality of the register of data. Valery Borissov said that 80% of all services provided in Bulgaria are performing in the municipalities, but the number of electronic services is far below that percentage.
The Deputy Minister announced that soon 50 new electronic services will be provided for the residents of Sofia. They are developed under the project "Development of administrative services by electronic means". The project is realized with the financial support of the Operational Programme ”Administrative Capacity” (OPAC), and is funded by the European Union through the European Social Fund.
Upon the implementation of the project law and internet foundation’s experts will make analysis of the law of e-governance so that standards become more understandable for the administration. Minister Borissov said that the Bulgarian Electronic Governance Act exceeds 170 pages, while similar document of a leading country in Europe with developed e-government such as Austria is only 9 pages.
