The process of providing e-services demonstrated at MTITC

The process of providing electronic services through the single access portal has already been completed and was shown today during the demonstration of the activities implemented under the project to upgrade the platform of e-governance financed by the Operational Program "Administrative Capacity". The contractors presented their developments in a test environment and showed how the system will work after project completion.

"The results of this project fully enable a service to be requested, paid or obtained electronically", said Hristo Hristov, Director of the "Information Technology" Directorate at MTITC and project manager. "The dynamics of the processes and information technology, as well as the change in the regulations require upgrading of the existing resources and systems so that they can quickly and effectively serve the end user, namely the citizens", he added. Hristo Hristov said that the choice of pilot administrations was made among those with the most used services, and would facilitate by making them electronic.

The demonstration showed the process of requesting and obtaining a certificate of good standing issued by the Registry Agency, a certificate of conviction provided by the Ministry of Justice and a certificate of approval of the "Customs" Agency. "Last year alone, over 700 000 people requested the issuance of criminal records, and more than 190 000 – a certificate of good standing", said Hristo Hristov and pointed out that users will be facilitated with the introduction of the whole process of electronic issuance of these documents.

The modules for e-filing, e-payment, e-validation and e-provision of documents, as well as disposable authentication of information systems and natural persons were demonstrated at the event. Contractors demonstrated the upgraded version of the portal for access to electronic administrative services, which serves as a single entry point for requesting e-services. The mobile version was also demonstrated. Another activity provides the connection of some 32 new registers at the central level, which will significantly increase the possibilities for the automatic exchange of data between administrations.

The project "Upgrading the existing and construction of new central systems of e-government with a view to improving the information and communication environment for better administrative services to citizens and business" is implemented with the financial support of Operational Programme "Administrative Capacity", co-financed by European Union through the European Social Fund. It includes the following activities:

Activity 1: E-validation of electronic documents and printouts of electronic documents, e-obtaining of electronic documents; Update of the Bulgarian national framework for interoperability of information systems of the executive power

Activity 2: Making the registers of the state administration accessible by employees and linking sectorial information systems of state administration with these registers;

Activity 3: Completing the instrumental environment of e-government of the Republic of Bulgaria (BeG);

Activity 4: Further development and improvement of SPABeG;

Activity 5: Transforming the Control Technical Center of eGovernment to a data center of the central administration;

Activity 6: Upgrading the system of electronic payments to the central and local administration, through the development of a single entry point for using existing payment instruments in Bulgaria and the development of service for time authentication.

The total project cost is just over 20 million levs and the deadline for its completion is the end of the year.
