MTITC has started a project for electronic platform on the existing and future telecommunications networks

Single electronic access to data on the existing telecommunication infrastructure and possibilities to build electronic communications networks with minimal capital expenditures will be ensured with a project of the Ministry of Transport, Information Technology and Communications (MTITC). The work on it has started with the signing of a contract for building a GIS-based electronic platform "Single Information Point" with funding from the Operational Program "Good Governance". The project value is 1 998 668.00 BGN and is expected to be completed in 12 months.

The aim of the project is to reduce the costs for the networks deployment, to create an updated database of the existing and planned sites, to facilitate the administrative procedures for the deployment of the networks and to achieve a better coordination of the construction and repair activities.

Within the frameworks of the project will be created a software platform for processing and graphical presentation of data. It will also summarize the existing information on the planned constructions of the network operators, as well as samples of documents required for obtaining permits or other acts. The created database can be integrated with available bases at the MTITC - rail, port and other infrastructure.

There will be developed and deployed two public online registries. The first is for planning or ongoing activities for positioning and installation of network infrastructure. The second register is for the notices for granting rights of access and sharing of physical infrastructure.

Within the project, MTITC will develop five electronic administrative services. Among them is filling and submitting of electronic applications, and all other documents, necessary for the issuance of construction permit, deployment, maintenance and improvement of electronic communications networks. The register will receive information about the course of the review of the applications by the competent authorities.

The single data point will allow the Bulgarian network operators to benefit from the general trend in Europe to stimulate the new forms of infrastructure sharing.

The project aims to fulfill part of the requirements of Directive 2014/61/EU to reduce the cost of deploying the high-speed electronic communications networks. The focus of the Directive is the efficient planning of the deployment of these networks in the European Union, the use of the existing infrastructures and the coordination of the constructions in order to reduce the investment costs.
