To the users of "e-glossary on Information Society"

Dear Users,

We present for you  an  "e-glossary  on  Information Society" elaborated  by the Ministry of Transport, Information Technology and Communications, aimed at expanding  professional training and media education in the digital environment. We have reflected in Bulgarian and English the concepts we encounter most often in our work related to the implementation of information and communications technology in all spheres of public life.

Since 1994, when Bangmean first raised the idea of a global information society as a "revolution of human intelligence - a new way to live and work together" in the European public space through the decisions of the Summit on the Information Society in Geneva and Tunis  to the EU Digital Single Market and the Council of Europe Strategies for Internet Governance have lasted more than  two decades but no one can deny that we live in a completely changed world,  with boundless opportunities and risks. The virtual reality conquers the minds of young generations who communicate, create and strive to realize their dreams through the Internet. The Internet is a public value that is increasingly relied on by people of all ages and professions for their everyday activities, access to information, knowledge and business. The web is a center for electronic communication, business, education, culture and innovation. It is the center of dialogue between societies and traditions and the free exercise of human rights.

This is an integrated world that puts higher demands on both people-to-people and professional-based, knowledge-based as a long-term goal.The environment in which we live imparts not only a new look to the world, but also a new language of communication, a new philosophy and a new conceptual apparatus, as well as a new style of expression. Taking all this into consideration, our team has created a database of terms in the information society that reflect the technical and social dimensions of the changes that have taken place. As the conditions that created this project are extremely dynamic, so our glossary will be dynamic and will develop as a living organism in the context of time, will be complemented and improved. To make  it better , we will also rely on you, the users, especially on your active participation and on the constant interactive communication with suggestions and comments.

We look forward to our cooperation as experts in the different spheres as well as to the broadest public. We expect many questions from young people who are children of the information society. Good luck in the information society!

KET are knowledge intensive and associated with high R&D intensity, rapid innovation cycles, high capital expenditure and highly skilled employment. They enable process, goods and service innovation throughout the economy and are of systemic relevance. They are multidisciplinary, cutting across many technology areas with a trend towards convergence and integration. KET can assist technology leaders in other fields to capitalise on their research efforts' (COM(2009)512). The Commission selected the following KET as a priority for Europe: nanotechnology, micro- and nanoelectronics including semiconductors, advanced materials, biotechnology and photonics (COM(2012)341). KET provide indispensable technology bricks that enable a wide range of product applications, including those required for developing low carbon energy technologies, improving energy and resource efficiency, boosting the fight against climate change or allowing for healthy ageing. In 2012, ISTAG produced a report highlighting the role of software technologies, to be considered as a priority KET for Europe.

KET са интензивни на знание и са свързани с висок интензитет на научноизследователската и развойната дейност, бързите иновационни цикли, високите капиталови разходи и висококвалифицираната заетост. Те дават възможност за иновации на процеси, стоки и услуги в цялата икономика и са от системно значение.Те са мултидисциплинарни, пресичащи много технологични области с тенденция към сближаване и интеграция. КЕТ може да помогне на лидерите в технологиите в други области да се възползват от своите научни усилия "(COM (2009) 512). Комисията избра следното КЕТ за приоритет за Европа: "Нанотехнологии, микро- и наноелектроника, включително полупроводници, съвременни материали, биотехнологии и фотоника" (COM (2012) 341). KET осигуряват необходимите технологични тухли, които  дават възможност за широк спектър от приложения на продукти, включително тези, необходими за разработването на енергийни технологии с ниски въглеродни емисии, подобряване на енергийната ефективност и ефективността на ресурсите, засилване на борбата срещу изменението на климата или осигуряване на възможност за остаряване в добро здраве. През 2012 г. ISTAG изготви доклад, в който се подчертава ролята на софтуерните технологии, за да бъде считан за приоритетен КЕТ за Европа.

A jargon in the computer industry for an application program that intentionally or unintentionally gets you to make the decision to buy the system the application runs on. An extremely valuable or useful computer program.

Жаргон в компютърната индустрия за приложна програма, която умишлено или неумишлено ви кара да вземете решение за закупуване на системата с приложението. Изключително стойностна или полезна компютърна програма.

Stand-alone DREs. They can, for example, be placed in town halls or universities or at train stations.

Direct recording electronic computers (DREs). These are machines or computers normally installed at a polling station, which record and simultaneously store the vote. This can be done using a touch screen (with or without a specific pen) or through a device which involves pressing one or more buttons.

Самостоятелни ДЗЕ - устройства. Те могат да бъдат поставени например, в градски зали, университети или ж.п.гари.

Компютри за директен електронен запис ДЕЗ-и - машини или компютри, които обикновено се инсталират в избирателната секция, като едновременно записват и съхраняват резултатите от гласуването. Това може да стане с помощта на сензорен екран - със или без конкретна писалка или чрез устройство, което включва натискане на един или повече бутони.

Strategies and processes designed to identify, capture, structure, value, leverage, and share an organisation's intellectual assets to enhance its performance and competitiveness. It is based on two critical activities: (1) capture and documentation of individual explicit and tacit knowledge, and (2) its dissemination within the organisation

Стратегии и процеси, предназначени да идентифицират, улавят, структурират, ценят, използват и споделят интелектуалните активи на организацията, за да подобрят нейната ефективност и конкурентоспособност. Тя се основава на две важни дейности: (1) улавяне и документиране на индивидуалните изрични и мълчаливи знания и (2) разпространението му в рамките на организацията

Knowledge society generates, shares and makes available to all members of the society knowledge that may be used to improve the human condition. A knowledge society differs from an information society in that the former serves to transform information into resources that allow society to take effective action while the latter only creates and disseminates the raw data. The capacity to gather and analyze information has existed throughout human history. However, the idea of the present-day knowledge society is based on the vast increase in data creation and information dissemination that results from the innovation of information technologies. UNESCO  addresses the definition, content and future of knowledge societies .

A knowledge-based society is an innovative and life-long learning society, which possesses a community of scholars, researchers, engineers, technicians, research networks, and firms engaged in research and in production of high- technology goods and service provision. Knowledge is used to empower and enrich people culturally and materially, and to build a sustainable society.

Обществото на знанието генерира, споделя и предоставя на всички членове на обществото знания, които могат да бъдат използвани за подобряване на човешкото състояние. Обществото на знанието се различава от информационното общество, тъй като то служи за трансформиране на информацията в ресурси, които позволяват на обществото да предприема ефективни действия, докато последното само създава и разпространява необработените данни. Капацитетът за събиране и анализиране на информация е съществувал в цялата човешка история. Но идеята      за съвременното общество на знанието се основава на огромното увеличаване на създаването на данни и разпространението на информация, което се дължи на иновациите в областта на информационните технологии. ЮНЕСКО се занимава с определението, съдържанието и бъдещето на обществата на знанието. Обществото, базирано на знанието е иновативно и свързано с обучението през целия живот общество, притежаващо общности от учени, изследователи, инженери, техници, изследователски мрежи и фирми, ангажирани с изследователска дейност и производство, както и предоставяне на високотехнологични стоки и услуги. Знанието се използва, за да обогатява хората в културно и материално отношение и да служи за създаването на устойчиво общество.
