E-services and e-documentation to be introduced in driving schools

E-services and e-documentation will be introduced in driving schools under the draft Regulation on the amendment and supplementation of Regulation № 37 on the conditions and order for training of applicants for obtaining driving license for a motor vehicle and the conditions and procedure for issuing a permit for their training.

The regulation stipulates that training centers will be given access to the education information system of Executive Agency “Road Transport Administration”. The system will provide the controlling bodies of Executive Agency “Road Transport Administration”  with information on the dates and the time of the training, as well as access to the training e-books, training cards and control cards.

The upgrading of the information system will eliminate the necessity to keep and issue on paper training documents such as training books, schedules, control cards from passed internal exams. The representatives of the training centers will not be committed to visit district departments in order to present the information needed for the training. There will be no need to place a list of trainers and the categories for which the training is conducted in a visible place in the office of the training center.

It is envisaged that applications for issuance of permits for training, extension of the permit validity or changes in the list to the permit as well as other documents enclosed thereto could be submitted electronically via the information system. The draft Regulation introduces a requirement for the trainers to be hired on an employment contract in the training center similarly to the training activity manager and the technical assistant. Training vehicles are envisaged to be owned or leased by the training center.

The draft amendments will result in significant facilitation of the activities of driving schools, increase of efficiency of controlling activities and termination of some unfair practices.

When the discussions on the draft Regulation are over, the opinions, objections and proposals made will be thoroughly analyzed and a number of meetings will be held with representatives of the business in order to achieve common solutions on the amendment of the rules and regulations.
