MTC switches to direct contracting procedure for the delivery of 35 trains under NRSP

Given the specificity and complexity of the rail rolling stock modernisation project, MTC is moving to a direct contracting process for the procurement of 35 single-deck multiple unit trains funded by the National Recovery and Sustainability Plan.

After examination of the tenders submitted in the public procurement procedure opened on 26.01.24, the committee has found that the proposals in the technical specifications of the two tenderers do not meet the requirements set out in terms of delivery times, certification, and other technical details for the commissioning of the rolling stock.

By a decision of the Minister of Transport and Communications Georgi Gvozdeykov today the open procedure was terminated. For this reason, a negotiated procedure without prior announcement is to be launched pursuant to Article 18, paragraph 1, item 8 of the Public Procurement Act. "We will invite a wide range of participants to the negotiations in order to achieve maximum competition and to ensure transparency we will also invite representatives of the European Commission to monitor the negotiation process," Minister Gvozdeykov explained.
