The Ministry of Transport, Information Technology and Communications and the project developer of the GIS-based Platform "Unified Information Point", ESRI Bulgaria, presented a test version of the project to the infrastructure managers and representatives of the administrations. The activities are funded by the Operational Program "Good Governance".
Work on the single access database for hundreds of thousands of kilometers of infrastructure is in phase testing platform and upcoming user training, said project manager Hristo Hristov.
The single information point contains geographic data for existing infrastructure. It provides opportunities for building up electronic communications networks with minimal capital costs. The aim is to reduce and facilitate the administrative procedures for network deployment and to better coordinate construction and repair activities. The database includes roads, airports, ports, railway lines, municipal sites, as well as facilities and networks for the production, distribution and distribution of gas, electricity and heat.
The portal provides public access to an electronic register for planned and ongoing deployment and installation activities. The database will provide information on sharing infrastructure rights. The information will contain a location denoted by a digital card; type of physical infrastructure; type of gear; the way of use and technical features of the network element.
The single point of contact will provide several administrative services and will make it possible to submit applications and all other documents necessary for the issuance of a permit for physical infrastructure construction and to receive timely information on the course of their examination by the competent authorities.
Training of representatives of operators, municipalities and institutions for work with the portal is forthcoming. During the public presentation, Ventsislav Kozhuharov, an expert at the National Association of Municipalities in Bulgaria, expressed a desire for interaction in the preparation of the municipalities. He pointed out that out of 265 municipalities, only about 50 local administrations are linked to the secure electronic delivery system, which can make it difficult to process the data in the portal and update it.
