The internal inspection for clarification of the actions of the employees of the Motor Vehicle Administration - Plovdiv during the inspection of a specialized vehicle for forced relocation, owned by the OP "Parking and Repatriation" to the Municipality of Plovdiv, was completed. The Commission has found that the employees of the regional department who participated in the inspection on 04.04.2024 have violated the internal rules of work of the Executive Agency "Automobile Administration".
The officers arbitrarily deviated from the pre-approved work schedule and took action to inspect the specialized vehicle at a location other than that specified in their daily schedule. During the inspection, one of the officers was using a stop stick with the word "Ministry of Interior" instead of the Agency's stop stick, and the other was not wearing uniform, which is also a violation of internal rules. Other shortcomings in the organisation of the department's activities and the work of specific inspectors have also been identified.
The Disciplinary Board of the Executive Agency “Automobile Administration” is to consider the materials provided by the internal inspection and propose further actions on the basis of the Civil Servant Act.
With regard to the violations found by the inspectors of the Road Administration - Plovdiv during the inspection, the Commission has come up with the opinion that it is incorrectly assumed that the driver carries out the carriage of goods without a license and the accompanying documents, since the forced relocation of vehicles parked in violation of the Road Traffic Act is not a public carriage of goods within the meaning of the Road Transport Act, but is carried out in accordance with Article 171, item 5 of the Road Traffic Act.
